Will this work for a 1 1/4 inch or 3/4 inch belt?
Yes, elastic strap/belt keepers fit 0.75" - 1.25" wide strap/belt, but it also depends on the thickness of belt or strap.
Are these velcro or is the loop sewn shut? How can I get it on dangling backpack straps?
Sewn. You need to either stretch it over the buckle or remove the buckle.
It’s a loop that slides over a belt or other strap/webbing to hold down the loose end.

These worked great on the new multifunction rifle sling I recently got here on Amazon. These belt keepers keep all the strap ends secured. And these are MUCH nicer than using "100 Mile an Hour" tape, which leaves a sticky residue. I plan to put these belt keepers on all my rifle slings that need them. This is a good product.

I had to return a number of other belt loops until I found this one. I have been using it over 6 months and it has kept the shape and has remained closed.

I bought a Mystery Ranch backpack that was frustratingly missing these little guys, and so the excess strap material was flapping around everywhere. Super annoying. These came in super handy and keep my straps nice and secure! I also have a 10 year old 5.11 bag whose keepers are wearing down--so long as these hold up over time, I'll be ordering more to replace those as well.

Immediately came apart at seam on first use. Would not recommend this brand to anyone. Waste of money
