The whole punches do the job. It’s nice to have two different sizes. The price for a set of two was very reasonable. They felt a little small in the hand than I’m used to with other punches I’ve used. But I like them.

If you are interested in using the cut outs - which I am - I would rather the cutouts simply fall out rather than be caught in a tray with a spring that is difficult to open and harder to empty.
