I don't have a way to measure HEPA performance, but since I don't sneeze after vacuuming with these, I assume it's doing the job.It does reduce suction a bit. Even when the bag is empty, this filter makes my vacuum cleaner's bag indicator show what I would expect from an almost-half-full bag. I consider that a small sacrifice for the much better price.

Filter was easy to install, replacing original non-HEPA filter. Seemed to not adversely affect the suction power

Maybe you are the type to change your vacuum filters regularly. Or maybe you're like me and only notice that they need help with you begin to lose suction power. Anyway, these fit and greatly improved the efficiency and suction of my Meile Capricorn vacuum. Would buy again.
