I was not sure if this would open the cover of my meter since some people said it didn't fit. however, this one slipped right in and and with a little counter - clockwise twist, the cover was open and the meter was smiling up at me.

This is a sturdy product and it worked, in the end. But it barely fit into the keyhole in lid to the water main. I had to wiggle it and push really hard to get it inserted then work it back and forth to unlock the lid and it was equally challenging to pull it back out. But it worked in the end. After I did it a few times it seemed to work better each time.

So much easier to get my "new" water meter lid off and back on. Just what I needed in case I need to shut off the water in an emergency.
