The product headline leads to belief that this fits on 1/2 " arbor but the product details tell the truth. The inside diameter is only 0.32 " . It may be designed for buffer wheels that fit on a 1/2" arbor spindle but it will not go on one itself.

I also took this product description as an arbour adapter which would fit on a 1/2" spindle. It does not. I think it's meant for one of those small buffer/grinders for the jewelry trade to polish previous metals and gemstones. Not very happy about this, especially since it took about 2 weeks to be delivered only to find they don't fit.
