These Tapcon screws are used to skip the step of drilling a larger hole and inserting a plastic or led plug. There are four challenges:The drilled hole needs to be the accurate size for the screw because you don't have the extra margin that a plastic allows.Similarly, when you drill the hole, you don't want the bit to wander which is often a challenge with concrete. You may want to try drilling a smaller masonry bit starter hole. At minimum, create a divot with a center punch. You need to be careful turning these screws so they don't snap part way through. Try hand turning one to get the feel in the hardness of the concrete before using a drill / driver and definitely before an impact driver. The branded masonry bit for these screws are pricey and last for a limited number of screws -- unless the tip unfortunately chips off sooner. You might want to confirm the size and buy some masonry bits in that size in bulk.
