This kit consists of the wind direction vane and a base with 4 mounting holes on the outside and 3 on the inside. Also it has a top that fits the base with 6 threaded holes in the underside, a small shouldered washer and what appears to be a strobe disk for use with a photo interrupter device. No instructions were included. No shaft to connect the vane to the base and strobe disk, as well as no bearings in the top for the shaft. No screws to connect the base to the top. Fortunately I plan to use just the vane in my own design. The vane has a metal tip on it and appears to be high quality and for that I will give 2 stars. I'm not sure how wind direction could be derived with a strobe disk but who knows?
