Like the title says, appears to be functional, although the motion is a bit gritty even after cleaning out the swarf from grinding. Looks like I'll have to lap it in with some compound to get smooth motion from it. Now for the deceptive marketing practice and possible violation of federal law. Deceptive marketing first, the picture on the ad shows a Fowler imprint on the item, giving the impression that this is a high quality tool from a reputable manufacturer. The actual item I received has absolutely no markings on it, or on any part of the packaging. Federal law requires statement of origin to come with imported goods of any kind. Both of these things appear to be violations of existing regulations and need to be investigated. I'll not go through the hassle of trying to return it, but people should be made aware.
