This item is just the way that it is supposed to be for the water fountain. In my case, always for cats and corgis at home.

I use this for my cats so they have fresh water and these filters make the water slimy and the fountain is getting a rust spot. This entire system is s huge disappointment it’s more work to keep clean and uses electricity. My cats were happier and had cleaner water with a fresh bowl on the floor than this rip off.

Not sure what's wrong with these, but the water is always cloudy with these filters like it is leaching something into the water itself. I have pre-rinsed and use multiple filters but they are always the same. I just wound up throwing the whole thing out.
